Whenever you are looking at restricting access for particular ItemTypes by a property for specific identities, your best tool to get this done easily using the Out of the Box tooling is through Aras's mandatory access control (MAC) functionality.
In there you can define the logic to prevent specific users from being able to access Documents that are not classified as "General".

This would be my suggestion as the preferred implementation because it will get you the functionality you need for your business while using the existing features Aras already offers, and minimizes the amount of custom coding you would need to implement and maintain over time.
