Is it technically possible to connect breakdown items to manufacturing process plans? If we would want to do this kind of customization is it something that Aras development team need to code or can that be done by local devOps teams?
I think it would be helpful if you can specify more elaborately what functionality you are trying to achieve.

To add breakdown items in MPP module it is possible to achieve using customization. But I'm not sure you want resolve options in MPP or not or are you trying to integrate both MPP & Variant Management? If you want to achieve just to add breakdown items then it is possible using customization.
TO Achieve above result you need to modify the code tree & some Aras methods.
