Hi,
after installing the Windows Fall Creators update I've got the same error 503-issue. AI 11 Sp9 worked well before.
Any changes in the IIS (as described in stackoverflow.com/.../http-error-503-the-service-is-unavailable) had no effect. Application Pool 'Aras Innovator AppPool ASP.NET 4.0' crashes instantly after call up localhost/.../localhost itself is unavailable too)
Windows Event Log refers to an unnamed and not specified configuration file that cannot be found anymore.
Do you have any experiences with that ?
