    Hm.. I think what you're looking for is described in  Domain Access Control Guide. Applying it together with adjusting MAC Polices should do the job. Look in the documentation, it's well described there

The correct way to use Private Permission in 2025 is not to use Private Permission in 2025. They are super hard to maintain. There are only a few scenarios where there make sense and even in these cases you better avoid them. MAC and DAC are the correct answer.
