The last part you describe, is consistent with what we are experiencing that after 5-10 minutes the problem starts occurring. Although we've never looked at it from the angle of the issue being related to when the user logged in. We experienced it after adding an image, it would display correctly for 5-10 minutes, this would also work when an SVG is not displayed correctly, uploading a new image would make it display correct again for 5-10 minutes. So the symptoms are definitely the same.
