Restricting File Access - is it possible?

I'm trying to restrict access to File. I've set permissions to not allow Get/Discover but all files are still visible to anyone.
Any idea what's going on here? Setting the Team behaves the sam...

I'm not sure I completely understand your use case.
Could you please clarify whether you are trying to restrict access to related files on an ItemType, like the files on a Document item? Or are you trying to restrict access to Files via the TOC?
