Question as to when relationships are created in the Add process

Not exactly the answer to you question but maybe you could attach your method to the onAfterAdd event on the relationship itemtype instead? This will be trigged for sure when the new relation is created.

That is what I have figured I have to do is work from the parent down rather than the child up - thanks for the suggestion!!
