I copied it. Right now, not exactly sure on how (or if I can) to import a package.

Follow below steps
Download the package from https://github.com/ProcessPLM/Aras-Mouse-Over-Help
Download the Import/Export Utilities from https://www.aras.com/en/support/downloads
Unzip and navigate to \PackageImportExportUtilities.zip\PackageImportExportUtilities\Import folder and run import.exe
Provide servername, database,username, password and click login
In Path select imports.mf file from mouse over help package
Select the available package and select type = Merge and Mode = Thorough Mode
Click Import
Login to application and fill help text in item type and add this method in corresponding form on populated event.
If it does not work, confirm your aras version
