Best thing I would recommend you to check this repo https://github.com/ArasLabs/ReqIF-Import-sample-app 

I tried this approach sometime back and it was working fine but you need to provide input as .reqif format. Have a look at the repo and try modifying the app according to your requirements (input as text file, xlsx)
