How to set Obsolete in Item Action for Preliminary item in ECO?

Hi Expert, 

Would you please help me know how to set Obsolete in Item Action for Preliminary item in ECO?

Currently, 'Obsolete' is deactivated for Preliminary in our system (Version 11 SP:9).

    Hi Joseph

    You can obsolete the part only if the part is in Released State.
