Update: The "New Release" info is stored in Innovator\Server\temp\VersionServer.xml
This is surprisingly not helpful at all. At first, I thought this might be exactly what I was looking for, but Aras probably relies on some internal functionality to populate this information in Innovator.
That said, I may be overthinking the problem. I can use an init event to display the correct button state on startup. The only thing left to solve is how to update appearance of the button whenever a user starts or stops their timer.
The main challenge seems to be figuring out how to access or interact with a CUI element in the main window header from another context (grid, form, etc.). Unfortunately, this approach does not work because "control" will be undefined.
const key = "com.aras.innovator.cui_default.mwh_header_notifications_button";
const data = control.data.get(key);
Hi angela, we had a need to disable the notification message that automatically appears in the user's notification button when a new version of Aras was available. I had initially tried updating the VersionServer.xml, but you are correct that the file is generated by another process, so the fix didn't persist. The solution was to update the file Innovator/Client/Modules/aras/Startup/userNotifications.tsx. You can probably locate the needed logic there.

Hello
I recently received the same request, and found already document solution here:
https://docs.aras.com/disabling-notifications/0000019f-179c-dcff-a7bf-5f9df7c70000
I have not implemented it yet, but certainly do it it soon

Small update:
for quick fix, I succeeded with the following:
Navigate to Innovator\Server\temp\VersionServer.xml
Replace this (complete line):
by this:
<Update available="False"><URL /><CSS /><LatestUpdateTime>01/01/3000 00:00:00</LatestUpdateTime><Interval>0</Interval></Update>
restart IIS
Notification is gone:
for permanent fix, use solution with custom dll from previous answer
