How I can achieve voting behavior different for same Activity on basis of path

My understanding on your requirement is 

1. Approval - Need all Votes

2. Reject - One Vote 

I recreated part of your workflow and follow below steps

Step 1: Click the Review activity and select Wait for all Votes

Step 2: Navigate to Path tab in Review Activity

Step 3: Select Reject Path as Override Path

Test and let me know if it works.
