Clickable hyperlink data type in form
How to create hyperlink data type in form using javascrpt or C#, and make the entered text a hyperlink,
, clickable-link directly in an input box when in view mode.

I would suggest in a client method that you check if the item is locked.
If it is unlocked, after form is populated, you replace the input text field by a "a" tag with your value inside and also as an "href" attribute.
it will only work on forms, not in grids.
