Add items via IOM to specific Package

I want to use the IOM to add items, via item.apply("add"). The problem is that these items will not belong to any specific package, as I could accomplish with the import tool. How can i add items via IOM and have them land in a package? Alternatively, how can I move existing items to a specific package via the IOM?
