Want to follow up on this. figured it out moments later.
In my workflow, the start process moves to a "review state" and this is automatic. At the review state, there is a promotion to a new permission state. That was the problem.
Now at this point, I am trying to fix my issue... which semi worked but dead ended the process. I am attempting to remove a life cycle state but I keep getting a "used in activity transition" error when I try and remove the transition.
