Upgrading Aras Innovator is a service provided as part of an Aras subscription. If you are using Aras in a production environment, I recommend contacting the Aras Community team for more information about the upgrade subscription benefit (info@aras.com).
Due to the many enhancements added between Aras 10 and Aras 11 SP9, I am not sure it is possible to upgrade directly via package exports and migrating instance data.
