To the best of my knowledge, the resource management capabilities you're looking for are not supported by any standard application in Aras Innovator.
We don't have any samples or community projects that cover this kind of behavior, but it would be possible to either extend the Project Management application to support this or to create a custom solution to handle this kind of resource management. The biggest obstacle I can see is your requirement for limited resources, but you can likely get around this by writing some custom logic in an onBeforeAdd/onBeforeUpdate server event.
