Component Engineering install failed

I tried to install component Engineering on a fresh install of aras innovator 11 sp9. I get an error.

Hi,
I've abandoned the aras update.
I have got Component Engineering level 1 working by re-installing aras innovator and following the Manual import of Component Engineering as described in the CE 11.0R5 installation guide. You have to import CE and CE settings to get it to work
