Error uploading File

When attempting to upload a file to the vault, the application hangs and the error log on the server returns Unable to connect to the remote server. This was working until recently but I am unsure what would have changed. Has anyone else experienced this issue?

A little more information. There is an unhandled exception that is being thrown as well that is: SocketException: No connection could be made because the target machine actively refused it 127.0.0.1:80

Any help is greatly appreciated!
