What is the process to get a quorum of users to complete a workflow activity?
If there are 8 user identities assigned to an activity, each with 20% voting weight, once 5 users positively approve the activity, will the activity complete and moves on?
What about if we have a Group Identity assigned with 8 user identities in the Group Identity; is there a way to wait for the first 5 users completion and them complete the activity and go to the next activity?

You can achieve a quorum effect with a combination of the "For All Members" flag (on Activity Assignment) and the proper voting weight. In your example, assign the activity to the Group Identity, set For All Members to true and give a voting weight of 160. When the activity is activated the workflow engine will split that weight evenly among the members of the group, giving each a weight of 20. Once 5 of the 8 users vote to go down one of the outgoing paths (like Approve or Reject), the activity will close. If you want to wait for all 8 votes before continuing, use the Wait For All Votes flag on the activity.
