Aras 12 SP16 i can't find TOC editor

I'd like to modify the TOC but I can't find the TOC editor.

These are the administration\Configuration entries I see using innovator admin:

Hi,

I have this problem:

When I try to add a new user in the TOC access I have the error:

PresentationConfiguration already exists

I can't understand where is the problem, the presentation configuration is empty

Hi I have project and program installed on my Aras.

I see these entries on TOC when I enter as administrator or entering with a specific user who has been enabled by the company who installed us Aras(they enabled just a user to test it)

No I want to add other users at the TOC Access of the project item type, but I have a strange error when I save it:

The error is "PresentationCommandBarSection already exists"

I can't understand why I can't add new identities to the TOC access.

I have the same problem with Program entry.

I make these operation as Innovator admin user.
