Change Life Cycle in "Express ECO"

Has anyone attempted to change "ECO Express Life Cycle" Names. (ex. "In Planning " to "In Allocation"). I'm able to change the names and update all methods that have corresponding names. The work process works fine with the exception that I cann't add a change control item to the "impact matrix" after saving. Is there a permission that needs to be updated on is there something in the PE_ChangeItemTransaction that controls this?
