About Workflow Question

Hi My workflow design have 3 level  1st-->2st-->3st   and sign person is "A"(1st)-->"B"(2st)-->"C"(3st). when i reject 3st-->1st in  this moment  the Table "innovator.ACTIVITY_ASSIGNMENT"  while write 3 person A,B,C but actually  wait sign just A why B and C write in the table "innovator.ACTIVITY_ASSIGNMENT" . How can I setting or writ code in  3st-->1st this moment just write A person
