Dynamic authorization decisions

Hi, I have question regarding authorization decisions. Here is the case, I'd like to "dynamically" decide whether a user should be able to access a file in the Vault or not. The parameters on which the authorization decision is based could e.g. be time, location, etc. How should I approach this?
